A safe on a concrete slab stays in place when a structure burns and collapses. A safe on a wood-framed floor risks falling into the fire zone if the floor fails. In most NorCal homes, the garage slab is the most accessible concrete surface.
Firewood, gas cans, vehicles, or equipment within 10 feet of the safe extend the local thermal exposure after the primary structure fire passes. Once the main structure is consumed, concentrated adjacent fuel keeps delivering heat directly to the safe.
Under staircases, in sealed corners, in unventilated closets, these locations accumulate and hold heat far longer than open areas. A safe in a heat trap keeps absorbing stored heat from the enclosed space long after the surrounding fire has moved on.
Exterior walls face the initial and most intense thermal exposure in a wildfire. More structural mass between the safe and the external fire front adds meaningful thermal margin, positioning away from the fire approach direction matters for High and Very High FHSZ properties.

From a fire protection standpoint, a garage on a concrete slab with cleared surroundings is typically superior to a bedroom on a wood-framed second floor. A ground-floor bedroom on a concrete slab is comparable to the garage. For customers in Very High FHSZ zones, the concrete slab factor should weigh heavily in this decision.
Not inherently. The Camp Fire safe was against an exterior wall on a concrete slab with cleared surroundings, and it performed. The problems are concentrated fuel adjacent to the safe and wood-frame structural instability, not exterior wall placement per se. Concrete plus clear surroundings matters more than interior versus exterior wall in most scenarios.
Both matter and they interact. A higher rating in poor placement may underperform a lower rating in optimal placement. The Camp Fire outcomes showed placement was the most consistent predictor of content recovery, but rating adequacy was also essential. The right outcome requires both, the appropriate rating for your location and contents, combined with concrete placement and cleared fuel perimeter.
