A firearm cartridge fired from a chamber does two things: the primer ignites the powder, and the expanding gas accelerates the bullet down the barrel, building pressure and exit velocity. The barrel is what transforms a chemical burn into a high-velocity projectile. Without the confinement of a chamber and a barrel, neither outcome occurs.

When an unchambered cartridge ignites in a fire, the powder burns rapidly, it deflagrates, but without confinement. The brass case may rupture. Fragments of the case, primer, and bullet are released at low velocity, not at firearm velocity. Research by forensic pathologist Vincent Di Maio documented cartridge ignition temperatures and found that even when cases ruptured, fragments were not typically energetic enough to cause serious injury beyond a few feet. The fire rating that matters for your documents is also the one that matters for your ammunition. Pistol cartridges ignite at approximately 290°F. Rifle cartridges at 325–375°F. A Class 350 safe rated to 30 minutes in a standardized test holds the interior below 350°F during that window.
